FCC decides fate of translators... proposes new LPFM rules.

The Federal Communications Commission has issued two Report and Orders (R&O), Orders on Reconsideration and a Fourth Notice of Proposed Rulemaking (NPRM) in the matter of Low Power FM and FM Translators.

FOURTH REPORT AND ORDER

INTERPRETATION OF LCRA SECTION 5
In the Fourth Report and Order, the FCC addresses Section 5 of the Local Community Radio Act (LCRA) that addresses the status of balancing FM translators with current and future LPFM opportunities. The FCC will adopt their proposed interpretations as mentioned in the Third NPRM:
• Section 5(1) requires that some minimum number of LPFM and Translator licenses be made available throughout the nation when licensing new LPFM and Translator stations.

REC Initial Statement on today's LPFM decisions...

REC Networks is currently reviewing the two Reports and Orders, the Notice of Proposed Rulemaking and other documents that were published today and will have more analysis and opinion on Tuesday.

Preliminarily, we are happy that the FCC is considering the removal of IF channel requirements on 100 watt or less LPFM services. This is disparity that is long overdue to be corrected. We do feel however that additional LPFM vs. translator disparities can be resolved such as the elimination of second adjacent channel restrictions towards translators.

REC/J1 Radio SOPA/PIPA Statement

REC Networks has a history of providing a method of free speech through electronic means since 1984. REC started as a "soap box" on the telephone and has extended into other entertainment services that were innovative at the time. REC would later use its programming resources to educate and inform the public on media justice, telecommunications and the citizen's right to access the public airwaves. REC's J1 Radio is both a personal interest and is also bringing culture and a music genre that the world does not get too many chances to hear. We are also gearing J1 to be an alternative English language voice in the Tokyo Metropolitan area and the rest of Japan.

Quick action by an Iowa LPFM prevented displacement

The FCC has prevented an FM station from doing a metro "move-in".

The station at issue is KTIA-FM, currently licensed to Boone, IA to Truth Broadcasting. KTIA has filed a minor change application to move the station to Johnston, IA. In response, LPFM station KFMG-LP, licensed to Des Moines Community Radio Foundation filed an informal objection.

The issue at hand is whether the community of license change would result in a preferential arrangement of allotments in comparison with its current service.
