More than one FM translator for the same primary station cannot serve primarily the same area. 

If there are two translators for the same primary station that have overlapping service contours, the overlap is only allowed when the population in the overlapped area represents less than 50% of the population served by both translators. 

No. A translator must rebroadcast the primary station that it is associated with. 

If a translator changes their primary station, a Primary Station Notification must be filed with the FCC to advise of the new primary station. FM translators that were applied for in 2017 and 2018 during the Auctions 99 and 100 filing window (AM Revitalization) are permanently "married" to the AM stations they were applied for and cannot change their primary station.

While there are a small number of full-service NCE stations in the nation that are time sharing, a significant number of time sharing stations are LPFM.  

The issue of a translator for a time share station is not currently addressed in the rules and we are not aware of any past precedence around it. 

REC has communicated this concern with Staff.  Staff may issue future guidance, even if it just a footnote.  

Until we get some kind of formal advice on this, we will stay on the side of caution with this advice and make some assumptions for now:

No.  While the full-service station may be of primary status, their FM translator is still secondary status.  A proposal for an FM Translator must make a showing that the proposal's interfering contour does not overlap the protected service contour of a previously authorized FM translator station, even if that FM translator is rebroadcasting an LPFM station.

FM Translators must broadcast everything that is being broadcast on the main (primary) station.

The only exceptions are as follows:

An FM Translator authorized to rebroadcast a Class D AM broadcast station may originate programming on the translator if the AM station only during the period that the AM station goes off the air at night.  They can't originate separate programming while the AM station is on the air.
