Station ownership entities associated with a specific application.
Warning: the column facility_group should not be depended on for any purpose other than association with the table owr_facility. In the event that the ownership report is amended or otherwise re-ran through the eLMS parser, it will pick up a new facility_group and the previous facility_group will be removed.
