REC operational status (August 18, 2023, until further notice) - REC is in modified operations due to the upcoming LPFM filing window and other resource intensive projects. We are currently not accepting any incoming live telephone calls. Callers are advised to please leave a message on the voice mail. Those wanting to start a new LPFM station do not need to call or e-mail us. Instead, visit https://LPFM.app and start the process there. Those with questions about LPFM can visit LPFM.app to get a general explanation of the service or use the resources at RECnet.com to get more information to more detailed issues (see recnet.com/faq and recnet.com/lpfm).

For existing stations, due to our resource needs as a result of the upcoming LPFM filing window, REC has declared a temporary embargo on the following services:

  • Modifications of licensed facilities in all services.
  • Assignment of License & Transfer of Control applications in all services.
  • Modification of license applications in all services.
  • Requests for new FM Booster and Alaska Class D stations.
  • Special Temporary Authority applications except those in response to natural or man made disasters.
  • Digital notifications in all services.
  • The following services will continue to be available during the REC embargo:

  • Administrative updates.
  • Silent notifications, silent STA requests, extensions of silent STAs, extensions of STAs previously handled by REC and resumption notifications.
  • License to cover applications for modification and CP applications originally handled by REC.
  • Modification of granted construction permit applications originally handled by REC.
  • Activities related to the EAS National Periodic Test
  • These embargos will be lifted on November 13, 2023 or if we can determine that we have adequate resource time to handle embargoed application types. Thank you for your understanding.

    [updated] LMS for FM.. just a little bit late coming out of the starting gate

    Updated 9/25/2019 at 5:15PM: REC has received word from FCC Staff that LMS is functional now.  

    Whenever a big corporation makes a systems conversion or update, it's their "big day" and sometimes that "big day" turns into a big problem such as what happened in 1990 when a bad release by DSC Communications caused a massive failure in the nation's Signaling System 7 (SS7) network bringing telephone calls to a nearly complete halt or regional issues such as the conversion of an ordering system used by USWEST Communications in the late 90s which prevented customer orders for several days before having to be backed-out and retried at a later date.  

    Today, Wednesday, September 25, 2019 was supposed to be the FCC's "big day" in the Media Bureau. 

    REC/RRPA position statement on "Pacifica Restructuring Project"

    There is currently a petition being circulated to make some major changes on the board of directors at Pacifica Foundation.  This board includes representatives from all Pacifica-owned stations (KPFA, KPFK, WPFW, WBAI and KPFT).  Starting recently, the board also has representatives of the Pacifca affiliates.  These are the many LPFM and full-service FM community stations that promote the Pacifica Mission through the airing of programming and through the submission of programming to other affiliates.  

    The current plan would completely gut the board, including those who I know, who are working hard to "fix" Pacifica from the inside.  This current plan also eliminates the local station boards which are the voices who represent the unique cultural needs of each of the 5 Pacifica-owned stations. 

    Rant from Riverton: My take on the Saga saga

    One piece of advice that I have been giving LPFM stations for quite awhile is to remind them that as renewals are coming up, they need to make sure they are complying with the rules because their dialmates are likely taking notes.

    Now with the Petition to Deny period open on the first wave of broadcast renewals, we are starting to see the first signs of that note-taking that I warned about.

    More FCC forms for radio broadcast convert from CDBS to LMS effective September 25, 2019

    Starting on September 25, 2019, those who file applications for broadcast stations will need to use the LMS system instead of CDBS for filings. This includes the following forms:

    FCC proposes changes to public notices and renewal announcements while eliminating a major cost barrier to new-entrant LPFMs/NCEs

    For the upcoming meeting on September 26, 2019, the FCC has released a draft of a Further Notice of Proposed Rulemaking in MB Docket 17-264.  This rulemaking, initiated as a result of the Media Modernization proceeding (MB Docket 17-105) addresses the current issues faced by broadcasters with the issue around public notices in §73.3580 of the rules. 

    REC had 3 CP grants today in the best interest of community and college radio

    KBUU-LP booster site map.Radio reception is about to get better on Pacific Coast Highway in Malibu.  Zuma Beach Emergency FM Broadcasters, an REC advocated station in our Southern California area of interest was granted today by the FCC, two new construction permit applications for FM boosters for KBUU-LP, Malibu, CA.  KBUU-1 will be located in Malibu Bluffs Park through an arrangement with the City of Malibu and will serve the eastern portion of Malibu including the Malibu Civic Center and Pepperdine University.  KBUU-2 will be located at Trancas Canyon overlooking Zuma Beach and will provide enhanced service to the Ventura County Line.

    LPFM Look For The Label. Is your transmitter certified?The recent situation at KLIE-LP has drawn attention to the unique aspect of the LPFM rules where a lab-tested certified transmitter model is required in the service. 

    The certification requirement dates back to the 1990s prior to the establishment of the LPFM service with the surge of pirate radio operations that took place following the passage of the Telecom Act of 1996 which opened the door for the relaxing of the national ownership rules.  The certification requirement was to assure that unstable pirate equipment was not used in the licensed service. 

    FCC votes early to adopt MB Docket 19-193

    Somtimes this happens.  Prior to the August 1 open meeting, the Federal Communications Commission has voted to adopt the LPFM technical Notice of Proposed Rulemaking, MB Docket 19-193.
