LMS data: Missing call signs

ISSUE

In FCCdata, call signs for some stations are missing from the header (FCC broadcast records).

ROOT CAUSE

When the FCC started to permit call sign reservations in LMS, after the application was granted, the call sign was not updated in LMS.  Instead, the call sign field was made blank and no new call sign was added.  These call signs were eventually added back into LMS raw data but when the correction was made, it did not update a timestamp in the FCC LMS facility file to indicate that there was a change.  During the morning run, REC loads up the existing LMS facility file in our database and then goes through the FCC LMS facility delimited file received in the daily download.  If there is a change in the "last update" date, our system would overwrite our local version of the database with what is in the delimited file.   Since the last update date was not changed when the FCC did this fix, we never picked up the new data. 

RESOLUTION

Performed a complete wipe of our locally stored LMS facility data table and replaced all records using the data from the delimited file.
