FM Contours: phase 2

Last weekend, we had converted contours for FM Translator stations from using the FCC contour file to the system doing a calculation of HAAT and determination of contours.  This was due to the fact that the FCC contour file had a considerable number of inaccuracies, especially with the applications filed through LMS post September 25, 2019.  This past weekend, we have extended that functionality to include full-service FM, LPFM and FM booster stations.

Due to issues with LPFM records in LMS, we may see some strange results there.  This is part of a long-standing issue with LPFM records in LMS.

"Archived" facilities (those records that are not reflecting any currently protected facilities and retained for historical purposes) will continue to use the old FCC data.  

We have also added some back end functionality that now distinguishes LMS modification applications as either construction permit applications (using the same "Modification", or "MOD" indication that is currently used) or modification of license (where no construction is taking place, now showing as "Modification of License" or "ML").
