Change in data update schedule for CDBS/LMS

In order to aleviate the issues with our database, we have banned search engines from most of FCCdata and Denpahoso.  There was a large amount of search bot activity taking place.  Many of the bots are respecting the robots.txt.. however rogue search tools still exist.  We are taking measures to prevent them. 

REC has changed the database update schedule to 5AM Eastern Daylight Time.  At 5AM, REC will download whatever CDBS raw data is available at the FCC and process it.  We had moved it to later in the morning due to issues at the FCC where data was arriving late.  After the CDBS routines are finished, the LMS routines will immediately start.  On weekdays, our goal is to have the full CDBS and LMS routines completed by 8AM EDT.  On weekends, only the LMS is updated and that routine will start at 5AM.  

The FCCdata / Denpahoso desktop version will now display a status bar below the update message.  This will indicate how far along the updating routine is. We note that there are nearly 140 steps in this routine.  Some steps take long than others.  We will be monitoring this activity.  

If necessary, we may schedule a major repair on the database.  This will necessitate the need for a complete site outage for both REC and J1.  We will advise on the REC and J1 Facebook channels if that is necessary.
