Minor changes to many systems

On Sep 26~27, 2020, REC made a significant number of minor changes to various systems.  This is to convert or at least prepare systems for the eLMS enviornment. We also made fixes to some known problems.  Remember, please contact us with your bug reports.  Thank you for your support.

Fixed FCCdata bug that was causing subsequent CDBS applications from being displayed correctly in FCCdata.

Integrated non-current CDBS applications into the eLMS application lists.  This will bring more older applications back into FCCdata for FM and prepare for the conversion of TV and AM to using the eLMS application lists in FCCdata.

LMS is not properly save antenna rotation values on FM engineering records originally filed in CDBS resulting in incorrect contour maps showing in FCCdata.  We have installed new eLMS code to “cheat” by going back to the legacy CDBS record to get the rotation so those contour maps will display correctly.

Migrating several front end programs that using a legacy CDBS driven table (ENAC channel 6) to determine Channel 6 TV stations a newer exisitng LMS-based all-channel TV ENAC table (enac_tv_lms).  Programs changed: NCE Search, PREMIS and myLPFMv2.  Changes to the enac_tv_lms table to improve performance and better support the NAD83 datum.

FCCdata US Dialscape now uses LMS for display of border area foreign TV stations.  Data is only as good as what is in LMS and is based on what Canada and Mexico has reported to the FCC International Bureau as to what should be protected in respect to applications filed by US TV proposals.  Some Mexican allotments may appear with callsigns “Auction”, “New” and “Cadena3”.  This is how they appear in the LMS data.

PREMIS: Added language to output to indicate that LPFM availability in the reserved band after the LPTV analog sunset may be dependant on the outcome of MB Docket 03-185.

myLPFMv2: Fixed a bug in the Channel Details display that did not properly show interfering co-channel, first, second and third adjacent channel facilities if the applications were filed in LMS.  This does not appear to have impacted the overall result of the search, but it did cause stations that were second adjacent channel short-spaced from appearing in the details after the channel number button is pressed.  

FCCdata: Fixed a bug that was causing FCC AM contours to not appear for users of  Open Street Maps mapping (those who have not entered a Google API key). 

Dropped two tables from the data store as the functionality of these tables are 100% duplicated by other tables in the Data Store.  There was no historical value to retaining those tables.   Dropped one additional table that was empty and was never deployed for any purpose.

Decommissioned the internal CDBSMAN program.  At one time, this was the main program that handled the CDBS daily updates.  Over time, the functionalty was moved to other applications, then came LMS.  With the recent dropping of two obsolete database tables, all dependencies on CDBSMAN have been eliminated. 

Installed new “true-up” program that will do a daily update of status from CDBS raw data on non-LMS applications.  This is a back-up to the CDBSBOT updates of status.  (CDBS license cancellations do not show up in CDBSBOT).  Fixed a major bug in LMSBOT that was setting incorrect status codes on legacy CDBS records in eLMS. 

myLPFMv2 now considers “super-powered” full-service and Class D stations in the reserved band (88.1~91.9) at the higher service class based on the size of the actual service contour pursuant to the note in §73.807.

FCCdata: Changed source for translator sub-class (unofficial designation by REC to indicate the service contour size to determine translator’s protection by LPFM stations pursuant to §73.807(c)).  Sub-class only shows on current records.

FCCdata: Restored display of expiration dates on FM (eLMS) records.  Expiration dates on license (L2C) records are the expiration dates of the licenses.  Built new functionality so LMSBOT will pick up the expiration date and makes sure that it gets displayed in FCCdata.

U/D Calculator: Moved to the eLMS environment.   Removed NAD27 coordinates.

LPFM.US: Restored service.  Channel changes now managed using eLMS/LMS data and not a manual change process.  LPFM stations are encouraged to look at their listings at LPFM.US to determine if any corrections need to be made to the listing.  Follow the instructions at LPFM.US for information on how to request changes.
