CAP Tool: Cancelled IPAWS alerts

ISSUE:

Some WEA alerts on the CAP Tool were showing with skeleton screens and no real information.

ROOT CAUSE:

The issue is with CAP alerts sent that are cancellations of previous alerts.  We have noticed that when some participants send cancellation alert messages to IPAWS, these alerts do not have an <area> section and as such, our systems cannot pick up full details about the alert being cancelled.

FIX:

Modified the CAP Tool to detect when an alert is cancelled.  If an alert is cancelled, the system will use the Alert References data sent in CAP to determine the alert that is being cancelled.  The CAP Tool will then pull the area and geocode data from that item and include that in the display along with promenant messaging that the current alert message is a cancellation of a previous alert.
