[Translator Reform] Trafficking: Is there an exception to the anti-trafficking rule for FM translator applications that were won in an auction?

Unless there's a statutory reason that forbids it, there are no exceptions. A translator can be won in an auction and immediately flipped. This rule is intended to suppress all profit from flipped unbuilt translators, whether fees were paid up front or not.
