It is important to know that while access to the FCC headquarters is restricted, the FCC is open for business from a filing deadline standpoint.

Renewal pre-file announcements (for stations of all classes in MI and OH)

The FCC has waived the requirement for the renewal pre-file announcements on stations with a renewal deadline of June 1, 2020.  Post-filing announcements are still required.  Likely because of a statutory requirement that public notice be given for certain application activity including renewals (see 47 USC §311(a)(1)). 

First Quarter Issues Lists (does not apply to LPFM)

The FCC has extended the deadline for getting the 1Q 2020 issues list into your station's public file.  The new due date is July 10, 2020.  No extension yet for Q2 2020 reports.  TV stations that are required to file Children's Television Reports have also been given an extension to July 10, 2020. 

Audio Division staffing

On March 13, 2020, the Audio Division has set up specific processes as their employees will be teleworking.  The FCC has confirmed REC's original advice regarding stations licensed to colleges and universities (but it also applies to any licensee that is a bona-fide educational institution).  Pleadings must be filed electronically through LMS or CDBS. Paper filings will not be accepted.  Requests for tolling, AM Form 302, extension of time on pleadings and docketed proceedings, STAs that can't be filed in CDBS and experimental license requests must be sent via e-mail to the appopriate staffers.  Specific instructions can be found in the link below.  In addition, decision letters on applications will be sent via e-mail instead of US Mail.  Please make sure your e-mail address is correct on applications and pleadings.

Access to facilities

In their March 12, 2020 policy, the FCC has announced that visitors will not be permitted to enter FCC facilities without a clear operational necessity and approved by the Office of Managing Director. FCC employees have been asked to telework (work from home) if their job requirements permit it.  Those doing business with Commission staff (such as ex parte presentations) must do so by teleconference.

In the opinion of REC Networks, the current pandemic crisis is not justification for any kind of emergency operation such as "pop up" stations or increased power.  Please contact REC Networks for any assistance to review specific situations.   See also the following rules:

Coronavirus toolkit.  :15 and :30 generic PSAs with basic virus awareness.  English and Spanish available.

TM Studios

Provides a 60 second talkover bed with an optional sung introduction "Corona update", "COVID 19 Update" and "Health Update".   These cuts are free and clear for air.

National Federation of Community Broadcasters

Google G Suite - Free Access

Google is offering free access to their advanced Hangouts Meet video-conference system for all G-Suite users until July 1, 2020.  (This is a feature normally available only to enterprise customers.)

Japanese Government

30 second video spots in Japanese.  Coronavirus #3 reminds listeners/viewers to stay home when sick, mentions school closures and encourages employees to work from home if their employers request it, and elderly people should check and log their temperature daily.
