This page will have information on REC Networks' proposal to the FCC in MM Docket 99-25 on leveling the playing field between LPFM and translators. This includes assuring that at least a minimal amount of LPFM can be brought into urban and suburban areas while assuring the translator service is made available to suburban and rural areas where LPFM and translators can co-exist.
The proposal:
REC's proposal called for:
- The dismissal of all translator applications where within their predicted 60dBu service contour, less than 70% of the population live in areas where at least two properly spaced LP-100 channels are available (applying post-LCRA rules). THEN
- The dismissal of applications which specify facilities that exceed those allowed for translators. THEN
- For remaining applications for the same party, at the same site but on the different channels, the dismissal of all but one channel.
Based on the first criteria alone (the 70% LPFM plan), about 4,126 of 6,389 translator applications would be dismissed. When you consider the parties who are involved in these had filed in total 12,750 applications of which, about 3,200 were been granted and we propose to grant hundreds more including 603 singletons.

REC has analyzed each pending translator and have put it into one of five different lists:
List 1: - Singleton applications that meet our LPFM criteria. These applications could be immediately granted without impact to future LPFM stations.
List 2: - Singleton applications that meet our LPFM criteria. They are from applicants who have filed for multiple channels at the same site. We are recommending that one application be kept and remaining applications be dismissed.
List 3: - Applications that meet our LPFM criteria but are mutually exclusive with other qualified applications.
List 4: - Applications that do not meet our LPFM criteria.
List 5: - Applications that specify power levels that are not permitted for the height above average terrain requested.
For List 4 applications, REC proposes that these applications either be dismissed or that they be placed in a status where new LPFM construction permit applications can be filed on top of them (hence, needs of the community under the LCRA). List 5 applications can be dismissed as they exceed power levels per FCC rules.
